"Five Israeli nationals - later known as the 'Dancing Israelis' - were arrested on September 11, 2001, in a van belonging to Urban Moving Systems, a New Jersey company. Multiple witnesses reported them filming the burning towers from a rooftop in Liberty State Park - 'high-fiving,' taking photographs with the towers burning in the background. When arrested, the van contained: cash, multiple passports, and box cutters - the same weapon [supposedly] used by the hijackers.
One individual had a map with key locations highlighted. Another tested positive for explosive residue. They were held for 71 days under immigration violations. They reportedly failed multiple lie detector tests."
