how much do you pay for hosting and who is the host?

Yes, you can even have a website on a flash drive/stick. It won't be accessible to the world, though. I used to host my own website, firewall, dns and mail servers at my new condo on a Redhat Linux server, but then Comcast stopped allowing that. Most ISP's don't allow that unless you pay extra for a business account.

Is it possible to make a website that is not hosted anywhere, just on my laptop, for practice? I ask because I'm looking at this:

How to install WordPress

and it seems you have to have an IP and URL
