Mayor Dean, if you announce STIFF FINES for anyone exceeding HALF OF LAST MONTH'S WATER USAGE, and SUPER STIFF FINES for anyone exceeding last month's usage, you will get better water conservation, even if you don't enforce the fines afterwards.
Also, tell people how to take RV-style showers (wet up, turn off water, soap up, rinse off). Suggest people eat with paper plates and plastic forks to avoid dishwashing. And car washes should be told to stop, they're wasting lots of water.
Greased pans can be re-used without washing. No automatic dishwashers. Also, only flush toilet for #2.
Use sterile alcohol wipes to clean hands and face.
